The
Acting Governor observing that the mail having arrived since the last meeting and no declaration of War having been received, he considered the Colony in a better position than during the past few days, especially as he hoped that every vessel of war would reach Hongkong either from the South, or from India under orders from Admiral Kuper.
His Excellency then read extracts from a note from Captain Orrock, R.N., Senior Naval Officer, explaining the necessity of the Land Batteries, and reporting that he had recalled 2 Gunboats from the Coast, and that the Gunboat stationed at Canton would be here to await the arrival of next mail in case of necessity. Colonel Preece reported progress made with the Batteries, and it was agreed that these should be so far finished as to permit the Guns being placed within hours, but it was resolved that no immediate necessity existed for placing the Guns, as this would entail a Guard which in the present state of the Garrison it would be difficult to provide.
The Council then adjourned.
